According to statistics from Haikou Customs, from January to November this year, a total of 10139 certificates of origin were issued, with a visa amount exceeding 690 million US dollars. Among them, 506 RCEP certificates of origin were issued, with a visa amount of 55.5437 million US dollars (approximately RMB 396 million), an increase of 1.32 times and 1.55 times year-on-year, respectively.

As the "paper gold" of international trade, the certificate of origin is one of the main certificates for exporting goods to enjoy tariff reduction in importing countries or regions. The RCEP agreement is the largest free trade agreement signed by China with 14 countries in terms of economic and trade scale. Starting from November 1st this year, after the cancellation of the registration of enterprises in the country of origin, the process of enterprise certification has been simplified, and the issuance of certificates has become more convenient and efficient, greatly improving the level of policy utilization such as tariff reduction under the free trade agreement.

Peng Weiyan, the third level organizer of Haikou Port Customs under Haikou Customs, introduced that the RCEP policy has promoted free trade between Hainan and neighboring countries, and the Hainan Free Trade Port policy has attracted many enterprises to come to Hainan. Many newly established small and micro enterprises often have insufficient understanding of foreign trade policies. Sometimes, when goods have arrived at foreign ports and urgently cleared customs, enterprises will apply for certificates of origin according to the requirements of foreign customers. A new enterprise usually takes 1-2 working days from preparing materials to completing filing and visa application. After canceling the place of origin registration, enterprises only need one hour to obtain the certificate for the first time, which improves convenience and maximizes the avoidance of issues such as overseas detention of exported goods. 

Next, Haikou Customs will adopt measures such as "sending service packages" and opening "RCEP small classrooms" to continue to increase the promotion of RCEP policies to help enterprises enjoy benefits. Arrange specialists to conduct statistics on the trade between enterprises and member countries of the agreement, and provide personalized guidance plans for different export products. Vigorously promote convenient policies such as self-service printing and the approved exporter system, so that enterprises can "run less errands" and continuously improve their sense of gain.
